InfiniVAN, Inc. (InfiniVAN), a leading internet service provider (ISP) in the Philippines, has signed a construction agreement with Taisei Philippine Construction Inc. (TPCI) to build a USD 15-million fiber cable landing station (CLS) in Baler, Aurora. The initiative aims to enhance the country’s connectivity infrastructure by utilizing subsea network technology.

The 16,000-square-meter facility, featuring a 2,000-square-meter main building, is set to become a key landing point for future Trans-Pacific cable systems. The new landing station is designed to accommodate up to four subsea cable systems and offers flexible expansion options, positioning it as a vital node in both domestic and international network ecosystems.

Koji Miyashita, Chairman of InfiniVAN, underscored the strategic value of the Baler landing station amid rising concerns over regional geopolitical tensions and the vulnerability of existing subsea cable routes to natural disasters.

“As many of you are aware, China’s assertion in the South China Sea has had a significant impact on the existing network of submarine cables throughout Asia,” Miyashita said. “For island nations such as the Philippines and Japan, where nearly all international communications depend on this system, ensuring the stability and diversity of these connections is fundamental to national security and economic development. Recognizing these realities, we have chosen to establish a new landing station on the east coast of Luzon.”

Meanwhile, Alfredo Espedido, Chief Technical Officer, InfiniVAN, noted that the Baler station would interconnect with the Philippine Domestic Submarine Cable Network (PDSCN) and other future fiber networks. “However, we are in the stage of conducting marine surveys, and the expected landing of the cables will be around late 2027 to early 2028,” Espedido said. “This international facility connects basically to Japan and also, on the east side, to Singapore. It will be connected to the PDSCN so that the same connectivity can now be extended to Visayas and Mindanao.”

By 2027, it will also host a segment of the Apricot subsea cable, a high-capacity route linking Singapore to Japan. The system is being developed through a consortium that includes Chunghwa Telecom, Google, Meta, NTT, and Philippine telco, PLDT.
