Aquatel Signs Agreement for CELIA Submarine Cable

The CELIA project marks a significant transformation for Curaçao’s digital future. Designed as a high-capacity “express” system connecting several Caribbean islands to Florida, the cable will provide high-speed internet service and far more secure data transfer. With this, Curaçao will become less dependent on outdated telecommunications networks or third-party infrastructure. Once operational, CELIA is expected to bring countless technological, economic, geopolitical, and social benefits to the island. 

The submarine cable will run from Boca Raton, Florida, through Curaçao and Aruba, and connect to other key locations in the Caribbean and Latin America, including Martinique, Antigua, and Puerto Rico. Using the latest in fiber-optic technology, CELIA will serve as the backbone for stronger, more resilient, and more reliable connectivity and telecommunications in Curaçao. 

Submarine cables like CELIA are the backbone of the modern digital world, enabling high-speed data transfer, secure internet access, and cloud services. Compared to satellite connections, submarine cables are far more reliable, have lower infrastructure costs, and offer greater capacity and dependability — all of which are crucial for a growing digital economy. 

Importantly, the CELIA project is committed to high environmental standards. Every phase of the project incorporates protections for marine life and ecosystems. The cable’s route and supporting infrastructure have been carefully studied to avoid sensitive areas and to use the least invasive technologies available. 

The signing ceremony for the CELIA submarine cable included leaders from both Curaçao and Aruba. Representing Aquatel was Ms. Neysa Isenia, and representing SETAR N.V. was Mr. Roland Croes. Curaçao’s Minister of Economic Development, Mr. Charles Cooper, was also in attendance, along with Curaçao’s Minister of Finance, Mr. Javier Silvania (virtually), and Aruba’s Minister of Infrastructure, Energy and Telecommunications, Mr. Arthur Dowers. 

With CELIA, Curaçao is strengthening its position as a future digital hub in the Caribbean. Aquatel proudly leads this project — one that connects Curaçao to the world and opens doors to new opportunities in education, innovation, digital careers, and international collaboration. 

CELIA is expected to be operational by the third quarter of 2027.
